The CQC report highlighted improvements in care, leadership, and the physical environment, all supported by investment from Wokingham Borough Council.
Legacy issues included inadequate protection from harm, concerns about staffing levels, and an environment unsuited to dementia care needs.
Wokingham Borough Council invested in major improvements, including a new boiler, fire alarm system, nurse call system, and upgraded bedrooms and communal areas.
"This assessment reflects the significant journey Bluebell House has been on."
Bluebell House is one of two care homes the council has purchased in recent years.
