ActionAid warns agriculture underfunding threatens Nigeria food security ambitions

The organisation said new analysis of public spending showed that agricultural capital investment remains well below agreed African targets, threatening the successful delivery of Nigeria’s agricultural development strategy under the Comprehensive Africa Agriculture Development Programme (CAADP) Kampala Declaration.

ActionAid estimates that full implementation of state agricultural budgets in 2026 could create around 1.4 million direct jobs, with projected federal spending supporting a further 2.1 million, bringing potential nationwide employment to 3.5 million.
Federal ministry of agriculture and food security permanent secretary Dr Marcus Ogunbiyi said food sovereignty remained central to the country’s ambitions.
The International Fund for Agricultural Development (IFAD) also welcomed the new strategy, describing it as an important milestone that could help position Nigeria as a leader in delivering Africa’s wider agricultural transformation agenda.
