OECD report shows Middle East was world’s fastest growing region prior to war

Saudi Arabia’s international arrivals had surged 67 per cent between 2019 and 2025, from 17.5 million to a peak of 29.7 million in 2024, the fastest expansion of any market tracked in the report.
Egypt’s arrivals reached 15.8 million in 2024, well above its 2019 peak of 13 million, generating USD 15.3 billion in tourism revenue.
The OECD’s data shows the wider OECD picture held up through last year: international arrivals rose 8.1 per cent to 819.5 million in 2024 and grew a further estimated 3.4 per cent through 2025.
Energy prices soared as a result, pushing up airfares and transport costs, while tightening jet fuel markets and longer flight paths triggered cancellations.
The OECD Tourism Trends and Policies 2026 report was produced by the OECD Centre for Entrepreneurship, SMEs, Regions and Cities, led by director Lamia Kamal-Chaoui, with co-financing from the European Union, and includes country-specific policy and statistical profiles for 53 OECD and partner countries.
