GRAND FORKS, N.D. — A 56-year-old Grand Forks resident was taken into custody Wednesday afternoon following a standoff with law enforcement at a local apartment complex. Officers with the Grand Forks Police Department responded at approximately 12:00 p.m. to 515 1st Avenue South after receiving a report of an in-progress disorderly conduct call involving a tenant yelling at another tenant’s juvenile daughter . The situation led to the deployment of the Grand Forks Regional Special Operations Groups, including SWAT, Crisis Negotiations, Unmanned Aerial Systems, and a K9 team, who took over negotiations. Cepeda was arrested on charges of terrorizing, and officials indicated that additional charges may be forwarded to the Grand Forks County State’s Attorney’s Office. The Grand Forks Police Department was assisted at the scene by the Grand Forks County Sheriff’s Office, Altru Ambulance Service, and the responding Special Operations Groups.
