According to official sources, the state government’s decision to issue FRC is likely to be challenged in courts on various technical grounds. Though the Telangana government’s decision to issue FRC was inspired by the Karnataka government’s Permanent Residence Certificate (PRC), sources said Karnataka decided to issue PRC before the SIR phase rollout, while Telangana's decision comes amidst the SIR exercise. They said the BJP could challenge the state government’s decision on FRC in court. Since the CEC is the top authority on the SIR issue, a clarification is being sought regarding whether FRCs can be issued at this juncture. BJP state president N. Ramchander Rao alleged that the Congress government was trying to project the FRC as a valid document for 'undocumented people'.
