With an estimated two million adults not having their needs met, 1 in 6 adults doing unpaid care, and costs increasingly falling on families, the challenge of fixing social care is as big as they get.
Andy Burnham wants a national care service with better pay for staff, and he warned that paying for it will involve “difficult decisions”.
The prime minister also wants cross-party consensus, but the Conservatives say any tax hikes are a red line.
