(Blue Mountain Eagle/File)JOHN DAY — The John Day City Council at its meeting Tuesday, July 28, decided to move forward with bidding the wastewater treatment plant project despite not having signed and executed contracts for funding sources. The council also voted in favor of purchasing a Miltihoig street sweeper, decided to move forward with placing a 3% marijuana tax on the November ballot and approved a change order for the treatment plant project. Ducote also brought forth a change order for the treatment plant for the council to consider. The cost estimate of the treatment plant is $29.9 million, with the possibility of that cost being up to 10% less or 20% more.
