The dictatorial regime has laid all the blame on Telegram’s 41-year-old Russian-origin co-founder Pavel Valeryevich Durov. Russia has issued an international arrest warrant for Durov on the grave charges of facilitating terrorism (by Ukraine) via his messenger app. In February Durov, in a scathing tweet, accused Russia of making up stuff in order to restrict Telegram’s access in teh country.
