Iran’s Deputy Foreign Minister Kazem Gharibabadi said Tuesday that Oman’s proposal failed to address Tehran’s security concerns. Gharibabadi said Iran’s alternative plan would allow the country to exercise greater oversight of shipping through the strait. Under Oman’s proposal, Iran and Oman would have shared oversight of the strait equally, with each country managing shipping lanes within its territorial waters. Tehran’s counterproposal would place one shipping lane entirely within Iranian territorial waters while extending Iranian oversight over part of the opposing lane. While Oman’s proposal envisions voluntary contributions similar to those used in the Strait of Malacca, Iran reportedly has proposed a mandatory service fee of up to $1 million per vessel.
