Successive years of strong economic growth came at a cost that is now becoming increasingly visible. Malta needs a national population strategy that extends beyond one legislature and survives changes in government. Foreign nationals now account for more than 31 per cent of Malta's population. Meanwhile, births continue to decline while deaths increase, meaning that all population growth is now driven by migration. Malta requires a coherent, evidence-based population plan that looks decades ahead rather than one electoral cycle at a time.
