The big drop in cost per flight is when you get to 3-5 reuses of booster and 3-5 reuses of the upper stage. Even with a damaged heat shield you can choose to rebuild the entire heat shield for about $4 million or make minor repairs or no repairs and refly the upperstage knowing it will not return a second time. Getting booster reuse up to 20 – 40 times like SpaceX has for Falcon 9 can lower the costs by five times. A few re-uses with substantial replacement of the heat shield but with no structural metal damage could see 5 to 10 reuses of the Starship. This can get SpaceX to the $100 per kilogram level, which is below the cutover point for AI data in space being lower cost then AI data centers on Earth.
