The proposal, made under permitted development rights, sought the change of use of the building at 22-24 Willow Bank, Newton-le-Willows, from Class E (office use) to a single Class C3 dwelling (residential use). The two-storey detached property, situated within the Willow Park Conservation Area, will be converted into a five-bedroom house offering approximately 229 square metres of internal space. The new layout will include two reception rooms, a home office, dining room, kitchen, utility space and WC on the ground floor. The office building was confirmed to have been in continuous use under Class E for at least two years prior to the application, meeting the conditions necessary for permitted development. The council’s delegated officer report confirmed that the conversion meets all requirements set out in the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
