Norfolk County Council, which runs the library at the Forum, opened one of the busiest libraries in the county on Wednesday after shutting it for the refurbishment three months ago. While the library was closed, there was a temporary pop-up library in the Forum, which closed on July 24 in preparation for the reopening of the main library.
