Highland County Chamber of CommerceThe Driving Authority, located west of Hillsboro, celebrated their grand opening with a ribbon cutting from the Highland County Chamber of Commerce, along with family, friends, and members of the community on July 24, 2026. The Driving Authority is owned and operated by James and April Flowers and is located at 5671 U.S. 50, Hillsboro. The idea for The Driving Authority came from a desire to provide high-quality, student-centered driver education within the community. The Driving Authority offers Driver's Education Services that include behind-the-wheel lessons and online classes.
