A former East Texas Treatment Facility employee has been arrested after authorities say he admitted to inappropriate sexual contact with an inmate. Hunter Anthony Harkins, 20, of Henderson, was charged with two counts of violation of civil rights of a person in custody. According to jail records, Harkins was booked into the Rusk County Jail on Friday and was released later the same day on bonds totaling $90,000. According to a probable cause affidavit, the investigation began after an inmate reported that Harkins had performed sexual acts on her while she was lying on her bunk at the treatment facility. During an interview with investigators, Harkins admitted to touching the inmate inappropriately.
