NMFS is soliciting public input to inform potential revisions to the implementing regulations pursuant to the import provisions of the Marine Mammal Protection Act (MMPA). Denial of a comparability finding for a fishery results in an import prohibition of fish and fish products harvested in that fishery into the United States. Imports that are the same or similar to fish and fish products subject to import restrictions under the MMPA are not admissible unless a completed COA is provided through ACE. The first progress reports received from harvesting nations in 2019 helped establish baselines and prepare harvesting nations for the comparability finding application. Should potential economic impacts inform NMFS' comparability findings, specifically to the trade community, small entities, and harvesting nations?
