Goondiwindi Shire mayor Lawrence Springborg said above average seasons across most of the area for a number of seasons had come to an abrupt halt about a year ago, and parts of his shire had been feeling the effects for a while now, to the north west of Goondiwindi up to Meandarra, and east of Texas.
