On July 15, the two companies stopped talking and started filing. They submitted applications to five separate regulators: the Virginia State Corporation Commission (SCC), the North Carolina Utilities Commission, the Public Service Commission of South Carolina, the Federal Energy Regulatory Commission (FERC), and the Nuclear Regulatory Commission (NRC).
