REFORM-led Havering Council has unveiled its 100-day plan to “stabilise” the struggling borough, two months after winning control. The assessment phase will mainly involve developing a new Local Plan and reviewing the masterplans for Romford and its market, Beam Park and Rainham. The plan has been attacked by the Havering Aligned Residents Association, which used to run the council as the Havering Residents Association until it was defeated by Reform in May. Many key initiatives – such as the Local Plan refresh, regeneration work and housing projects – were already underway before Reform took over, she said. It has also began reviewing housing, regeneration, education and adult social care programmes, while laying the foundations for the Havering Plan 2040.
