The law distinguishes between asset-backed (“secured”) virtual assets and unbacked digital assets such as Bitcoin.
For Turkmenistan, mining is probably better understood as one entry point into a broader digital-infrastructure strategy rather than an end in itself.
A Measured but Promising OutlookTurkmenistan is entering this space later than Kazakhstan and Uzbekistan, which already have practical experience regulating digital assets.
If those pieces come together, blockchain could become one building block — alongside secure digital infrastructure, modern public services, and advanced computing — in Turkmenistan’s broader transition toward a more diversified, digitally enabled economy.
