Valdosta police officers stopped the vehicle at the entrance of the apartment complex, where they found Christopher Moore, 29, unresponsive inside the vehicle. Detectives have obtained arrest warrants for both Foster, Jr. and Bivins for murder (felony), aggravated assault (felony), and possession of a firearm during the commission of a felony (felony). The Valdosta Police Department is seeking the public’s assistance in locating Foster, Jr., and Bivins, who should be considered armed and dangerous. Foster, Jr. is described as 5’7, 140, with black hair and brown eyes. If anyone is found to be aiding Foster, Jr. and Bivins in avoiding apprehension by law enforcement, they will be charged.
