Before then, in 2023, an annual review for her EHC plan was carried out, which recommended some changes should be made.
The ombudsman’s report said this was a fault on the council’s behalf, which caused ‘uncertainty’ around the special educational needs provision J should have had in place.
Slough Council responded to Ms B’s complaint and apologised for not meeting the deadline for J’s EHC plan.
“[Slough Council] therefore failed to identify at an early stage that J was not receiving suitable education,” the ombudsman said.
