Cannan was the lone dissenting voice on an application to rezone a Coronation Avenue property to the rental only subzone for a six-storey, 100-unit apartment complex.
The rental only sub-zone means the building remains as a rental property in perpetuity, but comes with certain incentives as well such as a parking reduction.
The parking reduction of 20 per cent applies to residents on the building with a further 15 per cent reduction allowed for visitor parking.
Council also approved development permits for a 233 unit rental apartment on Sutton Crescent in Glenmore and 17 townhomes on Highland Drive North.
