The High Court has granted an order requested by the liquidator appointed to Brogan Capital Ventures that confirms that Jeff Leo is a 50% owner of UTMASTA limited, the current operators of an IPAS centre at the Dundrum House Hotel complex. The Liquidator also accused UTMASTA of unjust enrichment as it secures revenues of approximately €7.5 million per annum, in return for rent of just €300,000. The court has also ordered UTMASTA or its affiliates to account to the liquidators for all profits it has derived from the IPAS centre. An Coimisiun Pleanála is currently considering an application for a Section 5 Certificate of Planning Exemption for the IPAS centre. The application was submitted to Tipperary County Council by UTMASTA in October 2025.
