Dear Editor,To avoid the lack of agreement and to foster cooperation during the budget process the government should consider implementing a resolution that requires a supermajority for the future approval of supplementary budgets. Incorporating such a resolution into the constitution as an amendment may be necessary to ensure government spending is more balanced and well controlled. This will also help safeguard our citizens against wasteful spending and cater for the interests of all constituencies, providing serious consideration of unforeseen needs in the development of future government spending initiatives. Yes, it makes the approval process more difficult, but a supplementary budget should never be as easily passed as it has been in the past. Our record levels of expenditure have outpaced our government capabilities, and the result has been corruption, wasteful spending, and capital constraints in the FX market.
