Anytime that Guyanese-government, businessperson, or regular citizen-experience any difficulty with foreign currency availability, there are those foreign currency elephants that can contribute so much to local supply, but are exempted from doing so.
Conclusion: the nine-point foreign currency control plan goes after what could ease the present squeeze; but not over the long haul.
