Dear Editor,The oil windfall has made Guyana a land of déjà vu. Today, a new development bank is being established with the same promise of financing progress. Today, a promised hydro project alongside the Gas-to-Energy venture, already plagued by cost overruns, while Exxon quietly recovers its pipeline costs. Today, despite oil wealth, we are again seeing FX shortages, central bank intervention, and new restrictions creeping back in. Grand spending on infrastructure looks impressive, but risks creating large, unsustainable budget deficits the moment oil prices fall.
