Pearl River Action Network (PRAN) formed following the announcement by the Rankin Hinds Pearl River Flood Control District (Levee Board) that Army Corps of Engineers (ACOE) Secretary Adam Telle had “selected” an amalgamation of plans D-1 and E-1, otherwise known as the One Lake project, to dam the river in the name of flood control. And yet, according to the plan itself, the creation of the lake would “not provide any flood control benefits”. The plan calls for dredging and scraping down the banks of the Pearl River and using the dredged soil to build elevated land on the floodplain. It is, and always has been, a real estate development plan disguised as flood control.
