That approach provides certainty for industry, promotes nationally consistent enforcement and reduces the likelihood of competing interpretations developing at the roadside. If nationally consistent enforcement cannot be achieved under the current model, perhaps it is time to reconsider the model itself. Given the complexity of the HVNL, is it time to ask whether heavy vehicle enforcement should move further in that direction? Ultimately, confidence in the Heavy Vehicle National Law will not depend solely upon the words enacted by Parliament.
