Editor: On June 25, 2026, the City of Benicia issued a Notice of Preparation (NOP) under the California Environmental Quality Act (CEQA) to prepare an Environmental Impact Report (EIR) for the proposed Rose Estates Mixed-Use Project. According to Benica Planning Manager Jason Hade, PUBLIC comments on the scope of the Draft EIR will be posted on the City website early next week. Meanwhile, the Benicia Independent previously posted 3 excellent submissions by Benicia residents, and offer yet another here by Bob Berman. I request that the cumulative analysis includes a list of past, present, and probable projects to be included in the analysis.
