The laughably biased formula is specifically designed to ensure Quebec gets over half of all equalization dollars, which they have since the inception of the program, 69 years ago. Try to imagine if Quebec, like Alberta, had to pay $20 billion a year for the privilege of staying in Canada. It is only the faint threat of separatism that has extracted these modest concessions from Ottawa.
