Jaswinder Aujla, 70, and Dalbir Aujla, 67, of Hornbeam Road, Chandlers Ford, were ordered to pay £14,204.96 each after repeatedly failing to comply with a planning enforcement notice issued by Southampton City Council.
Sarah Bogle, leader of Southampton City Council, said: "The planning system exists to ensure that development takes place in a way that is fair, safe and balances the interests of property owners with those of the wider community.
"In this case, the property owners were given multiple opportunities over a number of years to comply with the planning enforcement notice which had also been upheld by an independent planning inspector."
Southampton City Council first received complaints about the property in November 2017 and served a planning enforcement notice on June 20, 2018.
A recent inspection has confirmed that the enforcement notice has now been complied with.
