The scheme, proposed by The Unex Group, would see the Fitzroy Paddocks constructed on a paddock site between Newmarket High Street and Rowley Drive. A dedicated horse walk would run through the site between Queensbury Lodge and Rowley Drive. A Government inspector granted outline permission for the site at appeal in 2023 after West Suffolk Council failed to issue a decision in time. In planning documents, the applicant said: "The site represents an important opportunity to regenerate a prominent and underutilised area within the urban fabric of Newmarket." A decision from West Suffolk Council is expected by October 20.
