That's why two recent rulings by U.S. District Judge Richard Boulware have many Nevadans shaking their heads. An immigration judge had also determined Henriquez-Osorio was a danger to the community. He concluded the immigration judge misunderstood parts of the record and did not properly explain the government's burden of proof. Judge Boulware ordered the release of Luis Vasquez Alvarado after concluding the federal government failed to identify legal authority for continuing his detention. But rather than allowing federal authorities additional time to correct legal deficiencies, Boulware ordered his immediate release.
