But institutions do not become strategic assets merely by acquiring imposing structures or carrying prestigious names. The character of warfare and national security has changed dramatically. It is to create a deliberate pipeline through which officers and personnel can acquire advanced competencies in fields directly relevant to national defence and security. That is the strategic test before the federal government, the Ministry of Defence and the Governing Council.
