Owen Caris was running a county lines drug dealing phone but was using the same phone to make personal phone calls and had given it to the DWP as a contact number.
Newcastle Crown Court that over a period of 22 weeks, 10,221 bulk messages were sent from the phone number to customers advertising cocaine and cannabis for sale.
Caris was arranging drug deals and directing a number of other dealers who were providing to "street users".
The court heard the drug dealing number was attributed to Caris after his mother provided the number for him to the police.
