Councillors split over whether Hampshire County Council (HCC) should press ahead with legal action after setting aside up to £500,000 for the challenge at their July 22 full council meeting.
Cllr Cooper said he understood the anger over the changes and that nobody wanted to see Test Valley broken up.
Cllr Daas said Hampshire County Council was isolated because other councils saw little chance of success.
"Hampshire County Council are their own sovereign organisation," he said.
Councillor David Drew opposed the motion, saying many residents hit by the boundary changes remained deeply unhappy and Hampshire County Council should be free to pursue its challenge.
