Minnesota Requires a Public Hearing Before Rural Service Cuts, a Safeguard Most States Do Not Have

Most states allow a health system to reduce or relocate rural services with notice to regulators and a press release, and nothing more.
The commissioner must then hold a public hearing within 30 days of receiving notice, and must ensure video conferencing is available so residents who cannot attend in person can participate.
The Minnesota Department of Health states this plainly in its own hearing materials, noting that MDH does not have the authority "to change, delay, or prevent" the proposed closures, relocations or service reductions.
Massachusetts legislators have proposed a 180-day advance notice requirement for discontinuing essential health services.
Minnesota Statutes section 144.555 requires 182 days of advance notice and a public hearing before a hospital or campus closes, curtails operations, relocates services or stops offering certain services.
