That reality should shape how policymakers assess the Quad Critical Minerals Initiative Framework, announced in May. Still, it reflects a broader policy trend of viewing critical minerals primarily through the lens of supply. Australia already produces significant amounts of critical minerals, and additional projects continue to emerge across partner nations. The Quad should stop treating critical minerals as a mining challenge and start treating them as a mobilisation challenge.
