From 1975 to 1997, Provincial and Local Level Governments were independent of the National Government (comprising Parliament, National Executive Council and judiciary). They operated effectively and efficiently and delivered services at the provincial and local level areas, throughout PNG. This was formalised by Parliament, through its approval of the 1998 Organic Law on Provincial and Local Level Governments (“1998 Organic Law”). Now, MPs control both the Provincial and Local Level Governments, as well as national departments and statutory institutions. The control of SIPS, Provincial and Local Level Governments, national departments and statutory institutions by MPs compromised and corrupted the entire public administration in PNG.
