The committee refused the application at Crosfield Hall in Romsey on Tuesday, July 21. Case officer Katie Nethersole said Natural England objected after the applicants dropped plans for a package treatment plant and proposed composting toilets and taking waste outside the Test Valley catchment. Ms Nethersole said the applicants could no longer use the original acceptable package treatment plant and their only alternative was "inappropriate." Cllr Alan Dowden was told Natural England had not objected to the package treatment plant and that, if it had been retained, "it would have been fine." Members amended the first refusal reason to say composting toilets and taking waste off site "fails to provide certainty."
