Gil Guerra is a fellow at Hudson Institute. His research covers hemispheric security, strategic competition in the Western Hemisphere, migration as an instrument of statecraft, and emerging technology in the region. Mr. Guerra is also a contributing writer at The Dispatch, where he covers Latin American politics, immigration, and US foreign policy. Prior to joining Hudson, Mr. Guerra was a senior policy analyst for immigration and security at the Niskanen Center, where he led the organization's work on irregular migration in the Western Hemisphere, migration from adversarial states, and immigration security issues. Mr. Guerra received an MA in global security and borders from Queen's University Belfast, which he attended as a Mitchell Scholar, and a BA with high honors in political science from Swarthmore College.
