Abdul Noim, 51, of Saville Road in Chadwell Heath, admitted driving without due care and attention in a BMW X5. On February 16 on the A487 in Pembrokeshire, Wales he carried out an unsafe overtake of a cyclist. On Monday, September 15, Mr Noim appeared at Haverfordwest Magistrates’ Court for sentencing – facing the prospect of a driving ban. But the court heard exceptional circumstances which would make a driving ban inappropriate in this case. Mr Noim was also fined £388 and told to pay a £155 surcharge.
