City staff’s rezoning conditions include several financial and legal safeguards intended to ensure the Abbott Street social housing project is delivered. The City would hold that security until the completed Abbott Street social housing tower is transferred to municipal ownership. The Gastown Residents Association (GRA) is opposing the Abbott Street social housing concept, although it stressed that its objection is not to the construction of social housing or affordable housing itself.
