FARGO, N.D. – The Cass County United Republican Committee will hold a debate and discussion next week on a possible change to the City of Fargo’s structure of governance. The current system of governance is an at-large commission system of governance, which includes five commissioners voted at-large and representing the community as a whole. According to a 2024 Zencity community survey, 33 percent of the more than 700 respondents said they would prefer a seven-member council form of government. In 2023, Dr. Nicholas Bauroth, Director of Upper Midwest Center on Public Policy at NDSU, conducted a community survey in 2023. The survey found that 49 percent of Fargo respondents would probably/definitely support changing to a Council form of governance, while 19 percent would probably/definitely not support the change.
