Bangladesh Poribesh Andolon (BAPA) has proposed a seven‑point plan to tackle Dhaka’s persistent waterlogging, emphasising science‑based planning, coordinated institutional action, and active citizen participation.
The organisation said waterlogging is not simply the result of heavy rainfall but stems from poor planning, lack of coordination among agencies, and obstruction of the city’s natural drainage system.
These include modernising solid and sewage waste management, developing stormwater drainage based on the city’s natural topography, and integrating rivers, canals, lakes, and wetlands into a connected drainage network.
In his presentation, Habib said Dhaka’s recurring waterlogging is not a natural phenomenon but the result of poor planning and lack of coordination among multiple agencies.
He added that DSCC is planning to redesign Dhaka’s drainage system using CS records, which would significantly reduce waterlogging once implemented.
