A Millsboro area woman has been arrested on animal cruelty charges. Delaware Animal Services responded to a home on Gravel Hill Road to conduct a welfare check. A search warrant was obtained and a more thorough examination of the residence was made – and horrendous living conditions were found. The suspect, 36 year old Jessica Donovan, operates an animal rescue called Paws and Whiskers Rescue, which is believed the source of the animals. Donovan is charged with seven felony counts and 26 misdemeanor counts of animal cruelty, and two dog housing violations.
