Guidance issued by Maryland Attorney General Anthony Brown in October of 2025 has been updated by the AG for State and local law enforcement agencies working with federal agents. Senate Bill 1 establishes identification and face-covering requirements for law enforcement officers and will take effect on October 1st. The Community Trust Act, which took effect in May, which governs the use of State and local law enforcement resources for civil immigration enforcement. The guidance, which applies to all state and local law enforcement agencies, is to help them to understand and comply with their obligations under state law when interacting with federal agents. This announcement follows last month’s update to the Guidance Memorandum: Local Enforcement of Federal Immigration Law: Legal Guidance for Maryland State and Local Law Enforcement Officials, which focuses exclusively on immigration issues and discusses the requirements of the Community Trust Act in more depth.
