The rules include requiring data centers to pay for infrastructure being built for them and a screening process for developments.
Greg Abbott directed the agencies to develop regulations for data centers in a June 10 letter.
Data centers coming to Texas now face a more rigorous process for opening in the state after new regulations were announced by state agencies.
The new rules also require data centers to quickly reduce their power consumption when ERCOT orders them to do so.
