He further reaffirmed the Church's discipline regarding places designated for the celebration of the Eucharist. The Catholic Archbishop also emphasized that only Priests in full communion with the Holy See and the Roman Catholic Church may celebrate or concelebrate the Eucharist and administer the sacraments in churches, chapels, and shrines within the Archdiocese. He strictly prohibited granting access to Catholic altars to ministers belonging to non-Roman Catholic bodies or groups that identify themselves as "Catholic" while remaining outside communion with the Pope. The prohibition also applies to Clergy under canonical penalties, including suspension, as well as individuals falsely presenting themselves as Catholic Priests. To safeguard ecclesiastical discipline, the Catholic Archbishop directed Parish Priests, shrine rectors, chaplains, religious superiors, and other Church leaders to verify the canonical status of visiting Priests before allowing them to celebrate Mass.
